The legal basis for researcher access to the National Genomic Research Library (NGRL) is established through the Human Tissue Authority (HTA) licence held by Genomics England for the storage and use of human tissue samples and data, combined with GDPR provisions for enabling data access where it is in the public interest (Article 6(1)(e)) and for scientific research purposes with appropriate safeguards (Article 9(2)(j)), all operationalised within the NGRL Framework that ensures robust governance, participant consent alignment, and research approval requirements are met. |
